Directions of Ministry of Economic Affairs Subsidies for Installation of Stationary Fuel Cell Power Generation System

 Purpose 
The purpose of this subsidy is to introduce the commercialization of stationary fuel cell power generation system, expand the development and application of multiple energies, and promote the deploymeny of domestic distributed generation.

 Entities Eligible for Application 
Organizations that are legally approved, accredited, and registered as a company, foundation, institution, public or private medical institutions, or schools.

 Scope of Subsidy 
(1)The stationary fuel cell system should only be purchased after the contract is signed and should be utilized within R.O.C (Taiwan) only.
(2)General-type Application: The allowed installation capacity should be above 1 kW but not over 2 MW for one qualified organization per year.
(3)Project-type application: The allowed installation capacity must reach 2MW or more, and required conditions should be fulfilled (Please refer to the subsidy guidelines).
(4)The subsidy for each installation ranges from NT$50,000/kW to NT$70,000/kW. The maximum subsidy for General-type application is 500kW, and for the Project-type application, the maximum subsidy is 50% of the annual announced subsidy budget.

 Application Procedure 
(1)Application: Applicants should prepare the application form, project proposal, self-check form, verification project plan, and proof documents. All the required documents should be submitted in person (the receiving stamp from authority is essential) or via registered mail (subject to the time stated as the proof of delivery) to the authority’s mail-receiving office during the application period starting from Feb. 1st to Mar. 31st since 2025~2029. Late delivery of the application will not be accepted.
(2)The required documents include:
1.The applicant’s entity registration information, the recent business tax return (or the recent annual settlement declaration), and other qualification documents. Photocopies provided must be proved as the original copies with a confirming stamp and the seals of the applicant and the responsible person. (As for the joint application, each applicant should complete the form separately).
2.The landlord owner of the installation and operation site shall issue an agreement document to the applicant for available use of the land for at least three years and six months. If the applicant is also the landowner, only a copy of the land ownership certificate should be submitted with a confirming stamp and the seals of the applicant and the responsible person.
3.The declaration form in point 12, paragraph 3.
4.Project-type applicants should provide either an electricity contract with a public electricity retailer for a capacity of 5,000 kW or more, or a proof that the system is located within the area.
5.Any other documents requested by the authority.

 Program Implementation Period / Application Period 
The subsidy year: from Jan. 1st, 2026 to Dec. 31st, 2029.
The application period: from Feb. 1st to Mar. 31st each year.
