Electricity Generation |
Electricity enterprises listed in the Electricity Enterprise Act, thermal power plants using coal, natural gas, petroleum products as their power-generating fuels, whose projected volume (note 3) for power generation equipment of the investment and production plan at the same plant-site (note 1) in the entire period (note 2) exceeds 50,000 kW of the installed capacity. However, the installed capacity of black-start emergency electricity supply of the investment and production plan is excluded. |
Cogeneration Systems |
Cogeneration systems listed in the Enforcement Regulations of Cogeneration Systems, not using waste or biomass energy as fuels, whose projected volume (note 3) for power generation equipment of the investment and production plan at the same plant-site (note 1) in the entire period (note 2) exceeds 50,000 kW of the installed capacity, or 25,000 kW of the chartered capacity of electricity consumption. |
Petroleum Refineries |
Oil refinery listed in the Petroleum Administration Act, whose projected volume (note 3) of the investment and production plan at the same plant-site (note 1) in the entire period (note 2) meet one of the following criteria:
1.Crude oil (Note 4) refining capacity exceeds 100,000 barrels per day;
2.Each of the chartered capacity of electricity consumption and the installed capacity of the self-usage power generation equipment (note 5) is over 2,000 kW, and the combination exceeds 25,000 kW. |
Massive Energy- Consumption Users |
Manufacture listed in the listed in the Standard Industrial Classification System of the Republic of China, excluding petroleum refineries listed in Petroleum Administration Act. Also the projected volume (note 3) of the investment and production plan at the same plant-site (note 1) in the entire period (note 2) is that the sum of the chartered capacity of electricity consumption and installed capacity of the self-usage power generation equipment (note 5) is over 2,000 kW, and the combination exceeds 25,000 kW. |
Note 1:Different energy consumption facilities which meet the following criteria are regarded as being located at the same plant-site:
1. Being located on the land with same plot number(s).
2. Being located on the land with neighboring lot number(s) of land owned by the same owner.
3. Being based on the same letter of approval for electricity consumption plan.
4. Being held by the same applicant or administrator.
5. Where there otherwise exists circumstances sufficient to support a finding that they are located at the same plant-site.
Note 2:The calculation of the entire period starts from 5 years before the year when the application of the investment plan is made, and ends at the planned starting year of the business operation of the application. If the period between the application and the enforcement date of Regulations Governing the Assessment of Energy Development and Utility (hereinafter referred to as these regulations) is less than 5 years, the entire period starts from the enforcement date of these regulations.
Note 3:The projected volume of the entire period refers to the capacity of completed energy consumption facilities and the capacity applied for approval; the following capacity is not included:
1. The capacity which is approved before the taking effect of the regulations.
2. The reviewed capacity listed in the energy utilization manual and has not become ineffective.
Note 4:“Crude Oil” refers to petroleum crude oil or bituminous crude oil listed in the Petroleum Administration Act.
Note 5:The planned capacity of “self-usage power generation equipment” excludes the capacity of renewable energy fueled power-generating facilities and the planned emergency electricity capacity.
2.According to the Energy Administration Act, the energy utilization manual reviewed the established or expanded energy consumption facilities. The so-called “established”, refers to energy consumption facilities newly established by the energy users from brown-root, or the renewed energy consumption facilities to substitute the completely scrapped ones on the plant site; the so-called “expanded”, refers to the additional or substituted energy consumption facilities (including generators) on the plant sites, that causes the increase in new capacity of energy consumption facilities. This new capacity of Establishment or Expansion excludes those capacities resulting from the change or replacement of assemblies or components.
