Electricity enterprise making the relevant applications to the competent authority shall comply with the following procedure.
Documents and applications shall be submitted to the local competent authority, who shall then forward the said documents to the Ministry of Economic Affairs for approval.
I.Construction / Expansion
1.Application procedures:
Apply to set up the power generation enterprise or expand generating sets with following necessary documents and diagrams, and the validity period of the construction / expansion permit is three years. If there is a justifiable reason, the postponement may be requested one time. The period of postponement shall be limited to two years. The application must be applied in the two months before the expiration date of the construction / expansion permit.
2.Required documents:
●Construction/expansion plan (including financial planning)
●Environmental impact assessment approved documents
●Letter of consent from local authorities (for country (town, city)-owned or private electricity enterprise); Letter of consent from government authority to which the enterprise belongs (for government-owned, municipality or county(city) electricity enterprise)
●Letter of consent for power plant site land development and opinion letter of the land office
●Letter of consent for connecting power cable from electricity generation enterprises
●Other necessary documents
II.Work permit
1.Application procedures:
The power generation enterprise shall begin work within the permitted timeframe for construction or expansion; prior to starting work, apply to electricity authority for work permit with following necessary documents and diagrams. The validity period of the work permit is five years. If there is a justifiable reason, the postponement may be requested. The period of every postponement shall be limited to one years. The application must be applied in the two months before the expiration date of the work permit.
2.Required documents:
●Construction plan (including preliminary pattern and specification)
●Identification documents of power plant site land changes or papers evidencing the approval of using the land
●Identification documents of approval for using power plant site land
●The offshore wind farm should be provided the permit of submarine cable route laying
III.Completion and license
1.Application procedures:
The power generation enterprise shall complete work within the permitted timeframe for work. Within 30 days after work is complete, the power generation enterprise shall prepare the necessary documents and diagrams in accordance with the Electricity Enterprise Registration Rules article 5 and applying to electricity authority to designate person to check. After passing the inspection by the electricity authority and issuing or replacing the power generation industry license, the power generation enterprise will be operating.
