The photovoltaic tendering system is for simultaneous management of photovoltaic system from both the "volume" and "price" perspectives based on the "Renewable Energy Development Act" and the consideration of fiscal burden of our country. In terms of "volume": according to Article 5 of the "Management Rules of Renewable Energy Power Generation Equipment", the central competent authority is entitled to decide to accept, stop receiving, or refuse to identify the submitted applications in accordance with the annual target promotional volume and its allocation method. In terms of "price": under the premises of control over "total volume", tendering mechanism has been introduced to photovoltaic FiT system in order to control the budget, reduce the procurement cost, increase the economic efficiency, and promote the competition such that public purposes of stable and sustainable development of renewable energy in our country can be achieved.
