Three principal policies have been employed in the promotion of energy efficiency management for energy-consuming equipment and apparatuses in advanced countries; they include: Determining allowances for product energy consumption with a Minimum Energy Performance Standard (MEPS) benchmark, voluntary energy efficiency labeling program and mandatory energy efficiency rating labeling. At present, Taiwan has announced MEPS requirements for 27 product categories; and 51 product categories are authorized for participation in the voluntary energy efficiency labeling program; 16 categories of products, namely ductless air conditioners (including window and box air conditioner models), refrigerators/freezers, automobiles, motorcycles, dehumidifiers and self-ballasted fluorescent lamps (commonly known as energy saving lamps),etc. are included in the mandatory Energy Efficiency Rating Labeling system in order to provide guidance to consumers for the purchase of products with high energy efficiency. Refer to Table 1 for the characteristics and practices of Taiwan's energy efficiency management system, as described earlier.
