1.Introduction
To gradually improve the energy efficiency for vehicles in Taiwan, the vehicles’ energy efficiency control being implemented is in accordance with Article 15th of the “Energy Administration Act” and there are different standards set for different engine displacements and vehicle categories. Vehicles not in compliance with the standards are not permitted to be imported and sold in Taiwan. In addition, for purpose of being in accordance with trends worldwide, the standards have been increased over the years as well.
2.Implementation status
2.1 The vehicles’ energy efficiency control being implemented in Taiwan is mandatory and level-divided. To respond to the issues concerned by the international society, the amendment to “Fuel Economy Standards and Regulations on Vehicle Inspection and Administration” was promulgated by BOE (Bureau of Energy) on Aug. 11, 2014, which adopted Corporate Average Fuel Economy and Derogation Mechanism for Small Manufacturers with a harmonization of the standards in the US, EU and Japan.
2.2 For motorcycles, the Corporate Average Fuel Economy was imposed since 2016. Additionally in automobiles, a single testing procedure was enacted in 2016 and the Corporate Average Fuel Economy was imposed since 2017.
2.3 To encourage the development of Electric Vehicles, the amendment to the “Fuel Economy Standards and Regulations on Vehicle Inspection and Administration” was again promulgated on Oct. 18, 2018. 10 and 2.5 multipliers’ credits for the sold volume were granted for electric vehicles and motorcycles respectively. In addition, the “Directions for Electric Vehicles’ Voluntary Energy Efficiency Labelling” was promulgated on Sep. 1, 2019 for EV’s Energy Efficiency Labelling matters.
3.Effectiveness of Corporate Average Fuel Economy
3.1 Motorcycles: The average fuel economy for motorcycles sold in Taiwan between Jan. and Nov. in 2019 was totaled 45.89 km/L, which is increased by 27.8% since 2010.
3.2 Automobiles: The average fuel economy for passenger cars and light-duty trucks sold in Taiwan between Jan. and Nov. in 2019 was totaled 15.28 km/L and 12.65 km/L. they are 21.5% and 27.5% increases compared to the year of 2010.
4.Subsequent planning
According to the amendment of “Fuel Economy Standards and Regulations on Vehicle Inspection and Administration” promulgated on Oct. 18, 2019, the energy standards of the next stage will be enacted in 2022, within which, the fuel economy target for passenger cars, commercial vehicles and motorcycles will be 20, 13.7 and 46.1 km/liter respectively, which are 38%, 20% and 10% increases compared to the current target 14.5, 11.4 and 41.9 km/liter.
